The "Bay of Bengal Linkage" is a strategic geopolitical connectivity framework designed to transform Northeast India into a maritime-connected economic hub by integrating its landlocked states with the deep-sea ports of Bangladesh and the wider Indo-Pacific. This vision represents a transformative shift in the strategic geography of South Asia. For decades, India’s Northeast was viewed primarily through a lens of isolation and security concerns, hemmed in by the "Chicken’s Neck" or the Siliguri Corridor.
In recent years, the partnership between India and Japan has successfully pivoted to reimagine this region as a vital "Land Bridge" connecting the Indian heartland to the Bay of Bengal and Southeast Asia. Central to this vision is the integration of Assam and Meghalaya as primary nodes in an Industrial Value Chain that links landlocked production centres to global maritime trade routes, particularly via the Matarbari Deep Sea Port in Bangladesh. This linkage is not merely a collection of transport projects; it is a calculated element of India’s foreign policy, designed to foster economic security through the creation of high-tech and sustainable industrial clusters.
As the biggest economy in Northeast India, Assam acts as the industry engine for the corridor. The state has become a centre for advanced manufacturing, including the Tata Semiconductor Assembly and Test (TSAT) factory located in Jagiroad. This facility, estimated to cost approximately $3 billion and is expected to reach operational status this year, forms an important connection between India and Japan by solidifying their partnership in creating a semiconductor supply chain.
Additionally, the "back-end" of this facility to be supplied by Tata Electronics from companies such as Tokyo Electron and ROHM Semiconductor will ensure that the facility operates as a sophisticated part of the global semiconductor supply chain, offering an alternative to unreliable supply chains within the Indo-Pacific region.
These high value industries will be accompanied by the continued focus on the region’s natural resources, notably its “green gold”—bamboo—found predominantly in Northeastern states. One such initiative is the Assam Bio-Ethanol Project being developed in the Golaghat district of Assam. This project represents a total investment of USD 408 million—USD 190 million from JICA (the Japan International Cooperation Agency) and USD 218 million from Sumitomo Mitsui Banking Corporation.
The Assam Bio-Ethanol Project has been designated by JBIC as one of Japan’s most significant clean energy investments in Northeast India. Its objective is to convert bamboo biomass into automobile fuel. Using Japanese fermentation and distillation technology, the Assam Bio-Ethanol Refinery will produce 49,000 metric tons (with a total capacity of 241,000 metric tons) of bio-ethanol per year. This project is directly in line with India’s Atmanirbhar Bharat (self-reliant India) initiative by creating a local source of fuel and converting unused bamboo biomass—the 4 million tons available in Assam alone—into an integral part of the national fuel blend strategy. This will create sustainable jobs for thousands of local farmers living in the vicinity of the refinery.
Meghalaya positions itself as the geographic connector between Assam's factories and Bangladesh's seaports in the "Bay of Bengal Link". JICA is financing major road networks, including the upgrade of the Shillong-Dawki road, which will help facilitate the easy transfer of products produced in Assam's semiconductor and bio-ethanol plants through the mountainous terrain of Meghalaya to the Bay of Bengal.
Japan's presence in Meghalaya also includes participation in the Meghalaya State Bamboo Mission, which is utilizing Japanese knowledge of "Engineered Bamboo" to create building supplies with exceptional durability. This will ensure the reemergence of the industrial economy that does not harm the delicate balance of Meghalaya's environment. These projects are examples of Japan's commitment to the "Quality Infrastructure" principle embodied in Japanese development assistance.
The Dhubri-Phulbari Bridge, a 19 km long bridge funded by Japan, is the major anchor supporting the “Industrial Value Chain” and providing an efficient long-term solution to the serious issue of long distance travel between Assam and Meghalaya as well as providing an alternate shipment route for heavy cargo that reduces ground shipment time compared to using the congested Siliguri Corridor.
The bridge will also offer a new route to link internationally, thus making Northeast India more attractive for Japanese private-sector investment. By facilitating the movement of semiconductors and biofuels toward the Bay of Bengal, the bridge transforms the "Landlocked" Northeast into a "Landlinked" gateway for the entire Indo-Pacific.
Moreover, the human dimension of the connection is further developed through the Act East Forum, which has expanded its focus to "Talent Mobility" by 2026. Skill Development Centres (e.g., the Japan-supported Skill Development Centre at Amingaon), are providing skills for more than 50,000 youth from Assam and Meghalaya to fill positions in Japan’s advanced manufacturing and other sectors.
By combining Japanese language education with training in technical skills, such as semiconductor assembly and bio-refining techniques, these programmes ensure that local communities are the main contributors of the new value chain. Thus, the human-centred approach to economic growth distinguishes the India-Japan partnership from other regional partnerships and lends itself to an inclusive and community-based method of promoting economic growth.
Ultimately, the linkage of Assam and Meghalaya to the Bay of Bengal serves as the ultimate proof-of-concept for India’s "Act East" and Japan’s "Free and Open Indo-Pacific" policies. Northeast India will no longer be a “buffer zone”, but a proactive “bridgehead” connecting with ASEAN and BIMSTEC nations. This will demonstrate how regions that are currently landlocked can build robust economies through transparent, rules-based, and high-quality investments ranging from microchips to bamboo biofuels. With goods from Meghalaya and Assam reaching the Matarbari Port in Bangladesh, a new era will usher where Northeast India becomes an important component of the global economy.
